HR Consulting & Management Consulting

HR & Management Consulting Projects for Pakistan and the GCC

What is HR consulting?

HR consulting is structured advisory work that helps an organization make a specific HR decision better, faster, and with less risk. Unlike outsourcing, consulting is project-based and ends with a defined deliverable — a strategy, a design, a system, or a recommendation.

Our consulting practice areas

HR strategy & target operating model
We define what HR should look like in your organization three to five years from now — its structure, capabilities, technology stack, headcount and budget — and the roadmap to get there.
Organization design & structure
Job architecture, grading, span-of-control reviews, organization charts, and role descriptions for entire entities or specific business units.
Compensation & benefits
Market benchmarking, salary structure design, variable pay schemes, sales incentive plans, and total rewards strategy benchmarked against Pakistan and GCC market data.
Performance management
Design and implementation of performance frameworks — OKRs, balanced scorecards, KPI cascades — and the conversation rituals that make them work.
Culture & employee experience
Engagement diagnostics, culture audits, employee value proposition (EVP) development, and exit interview programs.
HR technology selection & implementation
Vendor-neutral selection of HRMS, LMS, ATS and payroll systems — including our own milestoneHRMS — followed by implementation, change management and adoption tracking.
Management consulting projects
Beyond pure HR: we also take on broader management consulting work where people are the central lever — restructuring, M&A integration, productivity reviews, and operating model redesign.

Frequently asked questions

How is consulting different from training?

Consulting produces a deliverable — a strategy, a design, a system. Training produces a capability in your team. The two often combine: a consulting project may include training as part of the implementation phase, but the goals and pricing are different.

Do you sell your own HRMS during consulting projects?

We disclose milestoneHRMS as one option in any technology selection project, but we evaluate it on the same scoring criteria as competitors. Several of our consulting clients have chosen non-Navigation HRMS platforms — and we implemented those for them.

What does an HR consulting project cost?

Project fees in Pakistan typically range from PKR 1.5 million for a focused diagnostic to PKR 25 million for a multi-quarter transformation. In the GCC, projects typically range from USD 25,000 to USD 350,000. Every proposal is fixed-fee — no time-and-materials.

How long does an HR consulting project take?

Diagnostic-only projects: three to four weeks. Design projects: six to twelve weeks. Full transformation programs: six to eighteen months, broken into quarterly milestones.
